OUR STORY
Over 41 years experience as a practicing architectural consultant, Campus Architect and higher education administrator

Steven C. Thweatt is a customer-focused and results-driven senior architect specializing in campus facilities operations and capital program assessments. Following a 14 year career as a consulting architect, Steve joined Duke University as a staff architect starting a 27 year career in higher education facilities management.

 

Experience includes:

 

The professional practice of architecture and construction management at various locations in Louisiana, North Carolina, Texas, Georgia and Colorado. Managed production efforts in design studios and total project management for specific projects in each firm, including nine years as owner and acting principal in Barton/Thweatt Architects and construction managers.

 

Duke University

  • Director of Facilities Design Office and Assistant Dean of Facilities

    • Oversaw campus capital projects with average annual volume of $225,000,000

    • Managed staff of 35 and departmental budget of $1,400,000

    • Established programs and budgets for academic capital projects, space assignments, furniture, computers, and maintenance

    • Created maintenance program and facilities renovation priorities for School of Arts and Sciences

 

Emory University

  • Associate Vice President, Planning, Design, and Construction

    • Assessed and consolidated campus planning/project management and construction units with interior/graphic design and engineering services units into combined office of PD&C

    • Managed coordination of ongoing $4,000,000,000 capital program and staff of 45, with workload assignments, resource scheduling, and management of $2,500,000 departmental budget

    • Oversaw inspection and commissioning process to ensure adherence to campus standards, contracts, codes, and regulation

    • Led selection and performance evaluation of qualified architects, engineers, specialty consultants, and contractors

    • Completed $1,000,000,000 in capital projects within budget and schedule.

    • Furthered implementation of campus sustainability guidelines, including LEED certification for all capital projects, ensuring campus energy reduction of 25% and integration of sustainable design principles

    • Established and updated cost models and estimating/construction database materials, including market trends and fluctuations

    • Partnered with university counsel over two-year period to write and implement new contracts for consultants and contractors

    • Restructured and assumed responsibility for campus’s capital renewal, housing deferred maintenance, and condition assessment programs

 

University of Colorado Boulder

  • Campus Architect and Director of Planning, Design, and Construction

    • Spearheaded reorganization and consolidation of offices into facilities planning, design, and construction, facilities engineering, computer-aided drafting, and space planning/management into one cohesive unit to improve service levels to campus

    • Improved project management capabilities and improved the campus capital development process

    • Managed coordination of ongoing $700,000,000 capital program, staff of 40 and divisional operating budget of $1,750,000.

    • Represented state of Colorado as state buildings program designee, served as state code official, and managed permitting/inspection process

    • Initiated and completed university’s first LEED-certified buildings while developing/implementing divisional KPIs.

    • Maintained updates to campus facilities master plan and secured plan approval from Colorado Commission on Higher Education, ensuring new capital projects conformed to plan.

  • Assistant Vice Chancellor, Facilities Management

    • Tasked with leading design and maintenance of all campus facilities and grounds while overseeing 500 employees and operational budget of $75,000,000

    • Led departmental improvements resulting in increased customer satisfaction

    • Represented capital projects to campus approval committees, design review board, and university’s board of regents

    • Implemented innovative building engineer representation for campus academic departments, resulting in personalized facilities services

    • Initiated a customer service program that resulted in improved confidence for campus senior academic leaders in the successful delivery of services from facilities management staff

  • Vice Chancellor for Administration

    • Oversaw 700 employees and annual operating budget of $112,000,000 while leading university, ensuring safety and operations of campus facilities for flagship campus with 30,000 students.  

    • Managed public safety, parking and transportation services, CU bookstore, imaging services, environmental health/safety, facilities management, utilities/grounds, maintenance and operations, and campus planning, design, construction

    • Led division through several re-organizational transitions and changes in second-level leadership positions while hiring new police chief, parking/facilities directors, and campus architect

    • Coordinated campus’s asset management program consisting of capital projects, state-funded controlled maintenance program, and campus-funded deferred maintenance programs

University of Iowa

  • Interim Director Design and Construction

    • Served as Interim Director during search for a new permanent director
